In a large skillet, heat sesame oil over medium heat until shimmering.
Add the minced garlic and ginger to the skillet and sauté for about 30 seconds, or until fragrant.
Increase the heat to medium-high and add the ground beef. Break it apart with a spatula, cooking until browned and fully cooked, about 5-7 minutes. Drain excess grease if needed.
Once the beef is browned, stir in the honey, soy sauce, and crushed red pepper flakes. Mix well to coat the beef evenly.
Add the diced bell peppers into the skillet and cook for an additional 3-4 minutes until they are tender but still crisp.
Remove from heat and stir in the sliced green onions. Taste and adjust seasoning if necessary.
Serve the honey garlic ground beef over cooked rice or noodles, garnishing with sesame seeds for extra crunch.
