Add the minced garlic to the skillet and sauté for an additional minute until fragrant.
Stir in the diced red bell pepper and zucchini, cooking for another 3-4 minutes until they slightly soften.
Add the cherry tomatoes, spinach, Italian seasoning, red pepper flakes, salt, and pepper. Cook for an additional 2-3 minutes until the spinach wilts and the tomatoes begin to burst.
Gently fold in the tortellini, along with any additional water if needed (about ¼ cup) to heat and cook the tortellini through, typically 5-6 minutes if using fresh, or according to package instructions if frozen.
Once the tortellini is cooked, remove from heat and taste for seasoning, adjusting with salt and pepper as needed.
Serve hot, garnished with fresh basil leaves and a sprinkle of grated Parmesan cheese on top.
