In a skillet over medium heat, brown the ground turkey or beef until fully cooked. Drain any excess fat and set aside.
In the bottom of the crockpot, layer in the rinsed black beans, drained corn, diced tomatoes with green chilies, cooked rice, diced onion, and bell pepper.
Sprinkle the cooked ground meat over the mixture in the crockpot.
Sprinkle the taco seasoning evenly over all ingredients, and add salt and pepper to taste.
Gently stir everything together to combine it well.
Cover the crockpot and cook on low for 4-6 hours or on high for 2-3 hours.
About 30 minutes before serving, sprinkle the shredded cheddar cheese over the top and cover, allowing it to melt.
Once done, serve hot and garnish with fresh cilantro. Add a dollop of sour cream if desired.
