1/2 teaspoon garlic powder

1/4 teaspoon black pepper

1/2 cup unsalted butter, melted

1 cup milk

1 cup shredded sharp cheddar cheese

1 cup cooked ground beef (seasoned with salt and pepper)

2 tablespoons fresh chives, chopped (optional for garnish)
